† A Notice to Submit to Testing (NST) is issued by CARB when a vehicle is flagged as a potential "high emitter" by a roadside emissions monitoring device. If you receive an NST, you must pass a Clean Truck Check inspection within 30 days to avoid a $5,000 fine.
Follow these three steps to get and stay CTC compliant
Go to the official California Air Resource Board's (CARB) Clean Truck Check website (CTC-VIS Portal) and create an account.
Once you have created your CTC-VIS account you will add your vehicle(s) and pay an annual fee of $30 per vehicle.
Use our Smart CTC solution to satisfy your periodic testing requirements. Semiannual tests are required in years 2025 and 2026. Beginning in 2027 quarterly inspections will be required.
There are two types of Clean Truck Check Inspections:
On-board diagnostic (OBD II) inspections, and Opacity Visual Inspections (OVI), also known as "diesel smoke tests."
Model year 2013 and newer vehicles require OBD tests.
The OBD test pulls data stored in the engine control module to determine if the emissions components are functioning properly.
CARB requires semiannual (two a year) Clean Truck Check inspections each year in 2025 and 2026. Quarterly inspections will be required in 2027 and beyond.
Deadlines for Clean Truck Check inspections are based on the date of registration renewal. The deadlines for vehicles registered outside of California (and CA vehicles with exempt plates) are based on the last digit of the VIN.
There are also unscheduled tests. For example, if a vehicle is flagged as a "high emitter" by a roadside sensor, CARB will issue a Notice to Submit to Testing (NST), requiring a Clean Truck Check inspection within 30 days under threat of a $5,000 fine. Retesting after failed inspections can also increase the number of inspections required each year.
Agricultural vehicles and motor homes only require one (1) Clean Truck Check inspection annually.
Owners of non-compliant vehicles may face fines of $1,000 a day, per vehicle.
Failure to get a vehicle tested after receiving a Notice to Submit to Testing can result in a $5,000 fine.
DMV registration holds that block non-compliant vehicles from getting new tags.
There are three ways to get Clean Truck Check inspections:
1) Use a CARB-credentialed 3rd party Clean Truck Check inspection service
2) Test your own vehicles, which requires taking a course, passing a test, and purchasing CARB-approved testing devices, subscribing to CARB-approved inspection software, and renewing your CARB credentials every two years.
